Collateral Law - Fair or Punitive?

The current Collateral laws on the books were put there to protect everyone. But do they?

As of right now, there's over $3.5 billion in unresolved Collateral cases worldwide, with the majority of them being in the US, and upwards of 15% of that in the Tri-State area alone. Think about that. All of that money, sitting in escrow accounts, making bankers and insurance companies richer.

But is there any sort of resolution for this?

To be honest, this is a very complex problem. People with abilities, both who want to help others, and others not so benevolent or altruistic, can cause a LOT of damage. On the face of it, the Collateral Laws are a fair alternative to clogging up the court system with lawsuits, judgements and liens that will never be collected on or resolved. In the long term, the current system works - but it's not ideal. I welcome any input into this you might have.
